a. Authorization. Established by the Government of
Saudi Arabia and accepted by Deputy SECDEF on 3 January 1992.
b. Kuwait Liberation Saudi Arabi Medal Eligibility Requirements. The Kuwait Liberation
Medal (Saudi Arabia) is awarded to members of the Armed Forces
of the United States who participated in Operation DESERT STORM
between 17 January and 28 February 1991 in one or more of the
following areas: the Persian Gulf; Red Sea; Gulf of Oman; that
portion of the Arabian Sea that lies north of 10 degrees north
latitude and west of 68 degrees east longitude; the Gulf of
Aden; or the total land areas of Iraq, Kuwait, Saudi Arabia, Oman, Bahrain, Qatar, and the United Arab Emirates. U.S. Armed
Forces personnel are eligible for the Kuwait Liberation Medal
(Saudi Arabia) under one or more of the following conditions:
(1) Attached to or regularly serving for one or
more days with an organization participating in ground/shore
operations.
(2) Attached to or regularly serving for one or
more days aboard a naval vessel directly supporting military
operations.
(3) Actually participating as a crewmember in one
or more aerial flights supporting military operations in the
areas designated above.
(4) Serving on temporary duty for 30 consecutive
days during the period 17 January to 28 February 1991 under any
of the criteria above. This time limit may be waived for
personnel participating in actual combat operations.
(5) The Kuwait Liberation Saudi Arabi Medal may be awarded posthumously.
c. Eligibility Determinations and Record Entries.
Commanding officers shall determine eligibility upon review of
an individual's service record and are authorized to issue the
award. Commanding officers shall make appropriate service
record entries for enlisted personnel and issue letters of
eligibility for officers. Copies of the letters to officers
shall be forwarded to NPC (PERS-312) or CMC (MMSB), as
appropriate, for filing in their records. No citation or
certificate will be issued. The eligibility period and
geographic boundaries were specified by the Government of Saudi
Arabia and may not be waived.
